[SSL Proxy] RHODS Operator need to support SSL Proxy server

      OpenShift Cluster can set cluster-wide proxy settings but RHODS RHODS Operator does not honor the configuration. In order to support SSL PROXY server, there are 2 ways by:  Operator, and Subscription.

      Using Subscription, we don't need to change anything for RHODS operator but it is a hassle for the customers because they need to set Proxy-related variables manually.

      Another way is that we need to implement RHODS operator. Fortunately, there is already a PR opened in ODH to solve this issue.
