Description of problem:

Seldon Core operator is installed by Seldon Deployer operator but it is not working well because the start version is wrong. The stable channel has 1.12.0 only but the starting version is 1.7.0 so it complains it does not have the version.    A workaround is updating the starting version of Seldon Core Operator to 1.12.0 manually.
