Description of problem:

Tensorflow and Tensorboard have been upgraded in the Tensorflow image.

tensorflow-gpu is now at version 2.7.0, tensorboard at version 2.6.0

In Documentation we are still showing the old versions (2.4.1 for both), while in the spawner we show 2.4 for both libraries.

Prerequisites (if any, like setup, operators/versions):

RHODS 1.4.0-2 on OSD
