      As a Red Hat SRE, I need to be able to monitor RHODS SLI metrics so I can track compliance with SLOs.

      This story is to define SLOs. Possible SLOs:

      • Availability at x%
      • X % of pages respond under x sec.
      • X % of notebook servers start under x sec.
      • x# of concurrent notebook server pods (dependent on compute resources)
