Telemetry metrics (cpu usage, rhods_total_users, rhods_aggregate_availability) data doesn't match the data in my cluster

      Description of problem:

       

      Currently there are 3 RHODS metrics that should be available at https://telemeter-lts.datahub.redhat.com :

      • cluster:usage:consumption:rhods:cpu:seconds:rate5m
      • rhods_total_users
      • rhods_aggregate_availability

       

      As I've explained in RHODS-825, there Prometheus metrics have the same values in RHODS Prometheus and Cluster Monitoring Prometheus, but they don't match in https://telemeter-lts.datahub.redhat.com 

       

      aasthana@redhat.com and rhn-support-rmartine have already investigated about this issue.  I'm still opening this bug to give it more visibility.
