JupyterHub HA not working as expected

      Description of problem:

      With JupyterHub in HA, we now have 3 pods with 2 containers each. It is my understanding that only one of the 3 should have both containers running (the leader), while the other two should have only 1 and wait to become the leader.

      In my OSD cluster, this is not the case. There are currently two pods acting as leader (both containers running) and only one waiting to become the new leader.

      Prerequisites (if any, like setup, operators/versions):

      RHODS 1.1.1-21 on OSD

      Steps to Reproduce

      1. Install RHODS
      2. Check status of Jupyterhub pods/containers

      Actual results:

      Two pods acting as leaders

      Expected results:

      Only one leader

      Reproducibility (Always/Intermittent/Only Once):

      Currently seen on two different OSD clusters

      Build Details:
