We would like to expand our set of integrated RHODS partner offerings by adding support for Starburst Galaxy to address data access use cases in the data science life cycle. 

Reqs:
1. P0: The system must provide a Starburst Galaxy tile in the explore tab of the RHODS dashboard. The tile must provide high-level offering benefits with clear instructions & links to enable the service.
2. P0: The system must provide the capability to display a tile in the 'Enabled' tab of the RHODS dashboard based on a valid license/subscription. Note: we expect the design to be similar to the Anaconda flow for license validation.
3. P0: The RHODS dashboard must include quickstart, tutorial, and other documentation to enable users to get started with the service and get information on common use cases.

When a new ISV is requested or needed, the data listed in below document is required.
