Add additional Rule to ClusterRole odh-dashboard for user interaction tracking

      To enable user interaction tracking in odh-dashboard, we need to add a new Rule to ClusterRole odh-dashboard. The rule is used to get the clusterID of the current cluster.

      The Rule should be like:

      • verbs:
              - get
              - list
              - watch
         apiGroups:
              - config.openshift.io
         resources:
              - clusterversions
