Investigate use of init-containers, and whether they are required. This should include documenting the need for their removal by customers using disconnected customers.

More info: While working on removing the init containers we realised that we needed to keep the containers responsible for enabling SSL communication on the RayClient. These containers are the create-cert containers you can see here and here]. There is an ongoing discussion as to the need for these containers and possible other options: Related chat thread. This issue is to investigate the need for them going forward.
