Modelmesh need to integrate centralized ca bundle feature that llasmith@redhat.com is working on.
Dislike Kserve, Modelmesh need to use the content of ca bundle, odh-model-controller need to encrypt the centraiized ca bundle and update `storage-config` secret. At the moment, it is watching data connection secret. we need to change the logic to check if the centralized ca bundle exist in the runtime namespace or not.
