Feature description

llasmith@redhat.com is working on certralized ca bundle for RHOAI. After his work, we need to integrate it with kserve. 

Using namespace scope self signed certificate feature, we can integrate the centralized ca bundle using odh-model-controller.

The ca bundle will be created in a DS namespace so from odh-model-controller, if there the ca bundle exists, we will use it as a self signed cert ca for storage-initializer.
