In the rhdh-cli repository, create a cli tool to download translated JSON files from the target TMS project and deploy the strings back to a target repository.

Technical enablement / Demo

1. the command(s) should be able to download translated JSON files from a target TMS project
2. the command(s) should be able to convert the downloaded JSON files to `ts` files which can be deployed back to a target repository
3. the command(s) should also be able to deploy the converted `ts` files back to a target repository
4. the command(s) should be applicable to any of repositories that we interact with, such as rhdh-plugins, rhdh, BCP etc.
5. the command(s) should keep a cache to avoid duplicated deploying to the same target plugin.
