In the rhdh-cli repository,

1. create a cli tool to extract frontend strings from a target repository
2. create a cli tool to download translated JSON files from the target TMS project and deploy the strings back to a target repository

Technical enablement / Demo

1. the command(s) should extract all strings in the frontend
2. the command(s) should convert the english reference file into JSON files which can be pushed into TMS projects
3. the command(s) should be applicable to any of repositories that we interact with, such as rhdh-plugins, rhdh, BCP etc.
4. the command(s) should also be able to push the collected english references to the target TMS project
5. the command(s) should keep a cache to avoid duplicated pushing to the same TMS project.
6. the command(s) should be able to download translated JSON files from a target TMS project
7. the command(s) should be able to convert the downloaded JSON files to `ts` files which can be deployed back to a target repository
8. the command(s) should also be able to deploy the converted `ts` files back to a target repository
9. the command(s) should be applicable to any of repositories that we interact with, such as rhdh-plugins, rhdh, BCP etc.
10. the command(s) should keep a cache to avoid duplicated deploying to the same target plugins
