TODO:

• any time a new plugin is pushed to quay, we need an updated index
• so this could be triggered like we have in the rhdh repo where any hub or operator build triggers a new operator-bundle build, except that instead of using sync/* files we would look at the plugin_builds/ folder and if changes are found when running sync-midstream.sh a new index build should be triggered
• plugin_builds folder should cache dates and digests of plugins so we can easily see if the latest build in quay is the most current one (and therefore if the index needs a respin)
