Continued from RHIDP-8210, in which we transform the index to refer to oci artifacts instead of wrappers

• it will include 3 pieces of metadata

• • catalog-entities (moved out of https://github.com/redhat-developer/rhdh/tree/main/catalog-entities and generated from overlays repo instead of hard coded)
    • references to plugins should be regenerated to point at the correct oci:// reference instead of the local wrapper path, eg.,
      • https://github.com/redhat-developer/rhdh/blob/main/catalog-entities/marketplace/packages/backstage-community-plugin-3scale-backend.yaml#L20 (dynamicArtifact)

• • dynamic-plugins.default.yaml
    • references to plugins should be regenerated to point at the correct oci:// reference instead of the local wrapper path, eg.,
      • https://github.com/redhat-developer/rhdh/blob/main/dynamic-plugins.default.yaml#L6 (package)

• • index.json (derived from https://gitlab.cee.redhat.com/rhidp/rhdh-plugin-catalog/-/blob/rhdh-1-rhel-9/plugin_builds/*/*.json)
    • Remove tags in favour of digest
    • Replace quay with RHEC url
