Improve error handling in the scorecard frontend plugin

      Story

      As a user of the scorecard plugin I would like to see technical errors if a scorecard couldn't be displayed.

      In the first version all metrics are calculated on demand, so there are many reasons why a Jira or Github metric couldn't be displayed.

      Acceptance Criteria

      The scorecard frontend plugin should handle at least this two cases and render a ErrorPanel or something similar to share information with the user:

      1. the scorecard API call failed
      2. the scorecard API call returns some metrics, but other metrics with an error
