As a user of RHDH, I want to add cards on my homepage so that I can personalize the homepage experience to only show the information that is most relevant to me.

Background

This story is part of the epic to make the existing homepage plugin customizable for RHDH users. The homepage plugin should list all available cards (from core plugins, dynamic plugins, or from NFS). List must respect the RBAC checks. Users should be able to modify their homepage by adding new cards from the available pool and removing cards they don't need.

Acceptance Criteria

• List the all cards ( no extra configuration is required) that can be displayed on homepage.
• Users can add cards from the available list of plugin cards.
• Store the Added cards via the Backstage User Settings API.
