The script I have that creates the components for each plugin in the konflux-release-data repo uses previously published plugins on quay.io/rhdh-plugin-catalog listed in the plugin_builds.json file. 
but under the new "one plugin per component publishing approach" they can't publish them to quay until there's a pipeline for them.

Generate and populate plugin_builds.json with the necessary data in the sync-midstream.sh script.
