Per discussion with rbean@redhat.com and rh-ee-oaljalju today (gemini notes), the best path thru Konflux publishing of individual OCI artifact plugins is:

use a cached build env container, like we have for the RHDH GL runners @ https://gitlab.cee.redhat.com/rhidp/rhdh/-/tree/rhdh-1-rhel-9/build/containerfiles - see ~~RHIDP-7997~~
export and publish each plugin separately via a pipelinerun that creates .att, .sig, .sbom, and .src automatically

However this will require having a way to trigger the export+publish process for a single plugin, so we need gitlab to orchestrate the triggering of konflux pipelineruns.
