Feature Overview (aka. Goal Summary)
- Add support for Google Cloud Spanner as a PostgreSQL-compatible database backend option for RHDH. Google Cloud Spanner is a fully managed, scalable, distributed relational database service that supports a PostgreSQL-compatible interface.

- Enable configure and connect to Google Cloud Spanner as the backend database
- internal documentation for setting up and configuring Google Cloud Spanner with RHDH
- Validate compatibility between RHDH and Google Cloud Spanner through manual testing
Requirements (aka. Acceptance Criteria):
- Documentation for setting up Google Cloud Spanner instance with PostgreSQL compatibility
- guide for configuring RHDH to connect to Google Cloud Spanner (db connection)
- Manual execution and validation of e2e test suite using Google Spanner connection
- high level verification that all RHDH database operations work correctly with Spanner
- Document any known limitations or differences when using Spanner vs PostgreSQL
