Description of problem:

updating the subscription channel from "fast-1.2" to "fast-1.3" is not triggering an update.

Prerequisites (if any, like setup, operators/versions):

Tested on OpenShift 4.16

Update approval is set to "Automatic"

Steps to Reproduce

1. Change the subscription channel from "fast-1.2" to "fast-1.3"

Actual results:

Nothing happens

Expected results:

The Operator should have been updated to version 1.3

Acceptance Criteria

• Check the upgrade graph seen by OLM to understand why it is not proposing the upgrade to 1.3 from 1.2: see  https://olm.operatorframework.io/docs/contribution-guidelines/upgrade-graphs/
