The plan is to track community plugins workflows as closely as possible to minimize maintenance overhead, and provide a more consistent developer workflow for plugins. 

To start, this could be a manual copy of the necessary `.github/workflows` directories into the new repository. We can add a test/noop workspace package to test this.

The scope these publish to should be `@red-hat-developer-hub` (which nickboldt and bgriggs@redhat.com have access to).

In future, we'd want this automated to keep up-to-date with the upstream workflows.
