this is the 1.3 version of the issue reported against 1.2 - RHIDP-2931

Unable to Load RHDH when Deployed Using Helm - 404 Error

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. Navigate to Opeshift cluster-> developer view
2. Add+ -> Helm chart
3. Search Red Hat Developer Hub select char 1.2.0 / App Version 1.2-105 (Provided by OpenShift Helm Charts) and create.
4. set the clusterRouterBase.

Followup work to be done in RHIDP-2955 to avoid this in future

Note that 1.3-18-CI chart (like the 1.2.0 chart) is similarly affected by the "white screen of death" 404 problem
