As a user of overlays, I want to run the update workflow without the need to manually update the spec.version and spec.dynamicArtifact fields.
It has become a necessity after ~~RHIDP-11410~~, which implements checks that fail the workflow if these values are mismatched.

RHIDP-9449 Automatically build container images when a PR (files) are updated (pushed). There is no need to wait for a /publish comment. The /publish (or /rebuild) comment could be still an option to retry a build
