The FAB plugin needs to be disabled by default on RHDH. 

Background

 
Per discussion in https://docs.google.com/document/d/1G9ix2MambnkYVJwsf3e-4ShHn90asfqwDFQJHANEFww/edit?tab=t.0#heading=h.6h1hf36xyfyh PM would like:

1. RHDHPLAN-922: "Global Floating Action Button" announced as deprecated in favour of the new "Global Header"

2. (this issue) "Global Floating Action Button" moved from the enabled-by-default list to the disabled-by-default list - see https://github.com/redhat-developer/rhdh/blob/main/default.packages.yaml#L14

3. RHDHPLAN-1006 removal from RHDH in a future release:

• • affects https://github.com/redhat-developer/rhdh/blob/main/default.packages.yaml + DPDY,
  • overlays repo, and
  • downstream rhdh-plugin-catalog,
  • with offboarding from Konflux (pyxis, k-r-d).
