Task

After the integration of plugin e2e tests into the overlays repo via RHIDP-10859, the existing smoke tests should be modified to reflect this change. 

This bundles multiple changes including: 

• changing the existing smoke test command /test to /smoketest for clarification
• moving the app-config in /tests to /tests/smoke and other changes
• rename workspaces/<workspace_name>/tests to workspaces/<workspace_name>/smoke-tests
• modify README to reflect changes
