Task

For 1.9 and 1.10 branches:

• refactor the generate*.sh scripts to use registry.access.redhat.com instead of registry.redhat.io, which does not require authentication
• push 1 plugin containers to registry.access.redhat.com to verify it can be pulled w/o auth and nothing borks with the release plan in Konflux
• validate this fix solves the issue in RHDHBUGS-2485

Then we can either pre-push the plugins and index to r.a.r.com (GA release) before we RC the RHDH/operator/chart, or use an IDMS to resolve plugins referenced at r.a.r.com using a mirror on quay.io

After thread we decided to try pushing one plugin to r.a.r.com early, just to validate that pulling from the rhdh pod with skopeo works without any other auth/pull/validation surprises.
