As an engineer working on RHDH, I want to update Developer Lightspeed so that the 1.9 RAG image is consumed after it is built.

We will need to:

• Update Developer Lightspeed documentation with the new image tag
• Update https://github.com/redhat-ai-dev/llama-stack to use new image
• Update https://github.com/redhat-developer/rhdh-local/tree/main/developer-lightspeed to use new image
• Update rolling-demo with new image
