Write a one-time use script (probably with code assist) that will:

• delete repo which were created before we decided to move plugins to community support level (built only for ghcr.io)
• clean up old 1.7 and 1.8 plugin catalog tags from quay (as these are unsupported, experimental)
• keep all the 1.9 tags for TP and GA plugins which remain supported and built in Konflux
• remove plugin builds which moved to community and therefore need not exist in quay
