Epic Goal
- When the user uses the Lightspeed plugin at the first time, we show the initial notice text to inform the user to provide transparency to users of AI features that AI is being used and reminder that responses should be reviewed for accuracy
Why is this important?

Scenarios
- The Lightspeed plugin shows the initial usage notice with 2 parts (see the attachment for details)
- Functional disclaimer: Shows the topic restrictions that the user can ask the questions. This disclaimer should show on each new conversation session. Inspired by the OLS disclaimer.
- Legal disclaimer: Visible at the bottom of the Lightspeed chat under the prompt bar.
The legal text required for the usage of the Lightspeed family of the products (see https://issues.redhat.com/browse/RHDHPAI-734)
- The user will need to click OK to proceed. No explicit acceptance checkbox is required.
