Task Description (Required)
With the investigation done in https://issues.redhat.com/browse/DEVHAS-706, it's feasible to auto-register the webhook for gitlab and push an empty commit to trigger the initial build.

Note:
this requires RHDH 1.2 since 1.2 has the http-request plugin default included in the dynamic plugins
Need to enable:

also this requires to configure RHDH with the gitlab api proxy (see above google doc)
