This task is to implement the preassessment command line argument (in toolopts.py) and make use of that in main.py to stop the conversion after the preassessment report has been printed and then enter rollback so that no changes are made to the system.

Acceptance Criteria

• Add new CLI option for doing a pre-conversion report
• Once pre-conversion framework has the fundamentals done, call within main.py
