Acceptance criteria:

The three transaction types we currently run one after another (yum update, reinstall, downgrade/distro-sync) are replaced by just a single yum transaction using yum/dnf API
The single transaction check happens before the PONR so that we can stop the conversion and rollback when there's any transaction error (file conflict, not enough space, protected pkg, ..)
