What were you trying to do that didn't work?

Delete the last stonith resource when SBD is disabled

What is the impact of this issue to you?

Unable to delete the last stonith resource

Please provide the package NVR for which the bug is seen:

latest upstream, not yet packaged

How reproducible is this bug?:

always, easily

Steps to reproduce

run pcs with RHEL-76170 implemented
have a cluster with disabled sbd and one stonith resources
open the cluster in web UI, navigate to Fence Devices, select the one stonith resource and delete it
error happens: Requested action lefts the cluster with no enabled means to fence nodes, resulting in the cluster not being able to recover from certain failure conditions, use --force to override

Expected results

Web UI provides an option to override the error. This results in the stonith resource to be deleted.

Actual results

There is no way to override the error.
