Delete the last stonith resource when SBD is disabled

How reproducible is this bug?:

always, easily

Steps to reproduce

1. run pcs with RHEL-66607 implemented
2. have a cluster with disabled sbd and one stonith resources
3. open the cluster in web UI, navigate to Fence Devices, select the one stonith resource and delete it
4. error happens: Requested action lefts the cluster with no enabled means to fence nodes, resulting in the cluster not being able to recover from certain failure conditions, use --force to override

Expected results

Web UI provides an option to override the error. This results in the stonith resource to be deleted.

Actual results

There is no way to override the error.
