RHEL-66197 is about a dependency bug in dracut.

Now that dracut has decided how to handle this, MTV can mimic it:

If RHEL - Remove "/etc/dracut.conf-d/legacy-network.conf" if dhcpclient package is not installed

This needs to happen before virt-v2v is run.
