What were you trying to do that didn't work?
Using keyboard shortcuts to change currently set keyboard layouts in Anaconda installer. The keyboard layout is changed but Anaconda doesn't reflect that in the top bar.
This bug is already reported in RHEL-71880, however, gnome-kiosk is not able to resolve this issue in reasonable time for RHEL-10. To avoid confusion for users, let's disable keyboard switching by keyboard shortcut completely in Anaconda so users can't accidentally use wrong layouts to type passwords.

It's easy to switch layouts accidentally without noticing and wrote passwords by a wrong layout.

Steps to reproduce
- Start the installer
- Go to Keyboard spoke
- Set multiple keyboard layouts
- Go to Options on the right side of the screen
- Select any keyboard switching layouts
- Try current keyboard layout after pressing the shortcut keys if layout changed and take a look on top bar selected keyboard layout
Expected results
Keyboard layout shouldn't be switchable by keyboard shortcuts. This can be enabled back after RHEL-71880 is resolved.
Actual results
Keyboard layouts are changing but Anaconda is not aware of that. The keyboard layout in Anaconda top bar doesn't change after layout switch.
