Enable in-place upgrade of RHEL 9 to RHEL 10 machines in Azure PAYG.

Scope of implementation (= what needs to be done) in order to support upgrades with RHUI:

• repomapping needs to include Azure RHEL 10 repositories
• our leapp-rhui-azure package needs to be extended for RHEL 9. Note that on RHEL10 a different GPG key is used to sign the packages, and, therefore, this needs to be reflected in the contents of our package.
• RHEL 10 GPG keys need to be offered to leapp to be imported into the RPM database in order for the upgrade to proceed
