Enable in-place upgrade of RHEL 9 to RHEL 10 machines in AWS PAYG.

Results of prototype development - scope of implementation (what needs to be done):
1) repositories mapping needs to be updated - only the RHUI client repositories are not mapped.
2) code in the checkrhui actor contains too broad condition that was originally aimed only on 8>9, but affects also 9>10. The code needs to be fixed to not be executed during 9>10, otherwise the upgrade will crash.
3) leapp-rhui-aws package needs to be updated to contain new content, and needs to be later distributed in into RHUI client repositories.
