Deploy rhel-bootc:10.0-beta image with anaconda. After system booted, the kdump service is enabled, but failed to start.

Do not have this issue on `registry.stage.redhat.io/rhel10-beta/rhel-bootc:rhel-10.0-beta` with image digest `sha256:8276099ea7ea641b062dde6332782bcdde3e1e556c9031c3fd953dc2c3cef93a`. But it filed in new image with image digest `sha256:78128169df387f3b876ed9a2a376d832a6ee03e0e040d6a49a0ac55de08a1616`.
Compared installed packages between those images. Only dracut packages changed from
dracut-101-2.el10.x86_64
dracut-network-101-2.el10.x86_64
dracut-squash-101-2.el10.x86_64
to
dracut-102-1.el10.x86_64
dracut-network-102-1.el10.x86_64
dracut-squash-102-1.el10.x86_64
