[RHEL 9.2] GUI Install set AM/PM with NTP turned on

      Description of problem:

      When performing a manual GUI install of RHEL 9.1 and RHEL 9.2 with NTP enabled (slider on) you are not able to select AM/PM only able to set 24 hour mode. If NTP disabled (slider off) then able to select AM/PM.

      Actual results:

      Not able to select AM/PM with NTP disabled

      Expected results:

      Select AM/PM with NTP enabled.
