[RHEL 8.7] GUI Install set AM/PM with NTP turned on

      Description of problem:

      When performing a manual 8.7 installation with 'ip=dhcp' and prompted to select the timezone configuration in GUI not able to set time in AM/PM as it is grayed out/ not able to be selected and only able to set 24 hour mode. If NTP is turned off then you are able to select AM/PM

      Actual results:
      Not able to select AM/PM

      Expected results:

      Be able to set timezone in AM/PM even with NTP turned on
