Prevent autoactivation of LVs on PVs

      lvm2 does not recommend using PVs on LVs. This is already controlled by devices/scan_lvs which is by default 0, so LVs are not even scanned by default.

      This change further prevents autoactivation of LVs found on these PVs (which are possibly just LVs used in a Virtual Machine) and users is required to explicitly activate any desired devices themselves.

      To enable autoactivation of such devices, edit /usr/lib/udev/rules.d/69-dm-lvm.rules and change LVM_PVSCAN_ON_LVS variable.
