"Always on top" breaks window placement of other's apps

      What were you trying to do that didn't work?

      When there is "always on top" window placed on the left part of the desktop it forces other's applications windows to always open below its current window (not only below the "always on top" window). This doesn't happen when the "always on top" window is placed on the right side.

      Please see the attachment for the illustration of the problem

      It's reproducible both on Wayland and X11, with the difference that on Wayland when the other application's window is maximized - it's always reproducible, not only on the left side of the desktop. The recording is from X11 session.

       

      This issue is affecting Disney.

      Please provide the package NVR for which bug is seen:

      How reproducible:

      100%

      Steps to reproduce

      1.  Open Firefox and maximize the window
      2.  Open Terminal and set it to "Always on top"
      3.  Move the Terminal window to lower left corner
      4.  Open new Firefox window
      5.  Move the Terminal window to lower right corner
      6.  Open new Firefox window

      Expected results

      New Firefox window opens on top of the existing Firefox window, Terminal window stays on top of all windows.

      Actual results

      When Terminal window (Always on top) is placed on the left side of the desktop, New Firefox window opens below the existing Firefox window.
