"System Not Registered" notification shown immediately after session start

      Description of problem:

      If you install RHEL 9 and don't setup a subscription in the installer, when the first user session starts, a "System Not Registered" notification is immediately shown.

      The notification is distracting, since it appears at the same time as the welcome dialog and is shown while running through the onboarding assistant.

      Version-Release number of selected component (if applicable):

      gnome-control-center-40.0-16.el9.src.rpm

      Steps to Reproduce:
      1. Install RHEL 9, and don't configure a subscription
      2. Go through initial setup, and log into the first user session

      Expected results:

      Maybe it would be good to set a time delay, so the notification isn't immediately shown.
