GNOME Initial Setup shows two different starting points when trying to set up user

      What were you trying to do that didn't work?

      • I am working on automation of gnome-initial-setup and with help from rhn-engineering-rstrode we managed to do it under Wayland on rhel-10. The issue seems to show when doing a user setup a few times in a row.
      • In some cases I get Welcome screen with choice of language

      • In other cases I get Setup screen with Welcome to Red Hat label

      • All tries started at the same point, no user, and starting gnome-initial-setup
      • What am I or the component doing wrong so that it behaves like that?

      Please provide the package NVR for which bug is seen:

      • gnome-initial-setup-46.alpha-7.el10.x86_64

      How reproducible:

      Steps to reproduce

      1. Have no user on the system.
      2. Start gdm service.
      3. Observe what window you get.

      Expected results

      • Deterministic result - one screen.

      Actual results

      • Non deterministic result - two different screens.
