We have accidentally shipped live-user-mode.patch in the gnome-initial-setup package, which adds a new session mode: if no user account exists when the system is booted, then GNOME will launch in initial setup mode, a pretty major user experience change. We removed this patch from Fedora because it's not ready for testing yet, but unfortunately it reached RHEL 10. There are also several companion patches in the gnome-desktop3 package which we should remove at the same time.
There are also companion patches in gnome-control-center and gnome-shell, but these patches did not reach RHEL 10.
