glibc: Import bug fixes from glibc-2.39/F40 upstream (snapshot 2)

      Import bug fixes from the glibc upstream 2.39 release branch via Fedora 40.

      The glibc upstream 2.39 branch is under active bug fix work and these fixes improve the quality of RHEL 10. The branch is regularly synced into Fedora 40 and RHEL 10 should import the changes from there.

      1. Identify all relevant fixes applied to Fedora 40 since last sync.
      2. File issues so we can track their verification.
      3. Sync from Fedora 40 into RHEL-10 Beta.

      Testing objectives

      • RHEL-22226: Upstream test login/tst-utmp-unsigned must pass.
      • RHEL-2283: glibc package does not contain libc_malloc_debug.so.0. This needs a new downstream test. More details in issue.
      • RHEL-31738: Reuse existing tests from rhbz#2040657 etc.
      • RHEL-31801: Upstream test tst-iconv-iso-2022-cn-ext must pass.
      • RHEL-34577: misc/tst-preadwrite* failure is gone.
      • RHEL-31523: There should be a new runtime at /lib64/glibc-hwcaps/power10 on ppc64le, and running our internal upstream-testsuite wrapper on power10 hardware should succeed.
