When booting to the upgrade environment - where critical parts of the in-place upgrade (IPU) process between major versions of RHEL are executed - part the bootup process is initialisation of the storage, mounting FS, etc. The current solution is partially obsoleted and it's not fully using new system bootup solutions. This has several negative impacts like:

      • blocked in-place upgrade due to incorrectly initialised storage
      • harder investigation of issues due to non-standard booting process

It's time to re-investigate how to initialize storage better when booting to the upgrade environment, to reduce number of issues and upgrade the actual solution

The goal it to initialize the storage initialisation following better standard systemd bootup process. This is preparation step for additional future works that could bring upgrades for additional storage setups that are not supported or working nowadays for the upgrade process. I expect this will simplify future work on this field.

We are already aware of some obstacles we need to resolve, so considering this solution to be delivered only for IPU 8 -> 9 and newer.
