[RHEL10][CS10][FTBFS] grub2 fails to build on CS10 and RHEL10

      grub2 fails to build on CS10 / RHEL 10

      It is failling with

      ./grub-mkimage: error: cannot open `%{sb_cer}': No such file or directory.

      This is being built in a pesign environment.  Be believe the pesign environment is causing the problem.
